CA One was a senior official on Auron. He had been one of the main proponents of the planet's isolation policy and had shouted down everyone on the council who had opposed the decision, including Franton's father and Cally. He monitored the return of Pilot Two Zero and the subsequent infection of Auron by an alien pathogen. He readily accepted the theory of it being an accidental side-effect from the Intergalactic War, ignoring any suggestion that it was deliberately introduced.
As someone born before the isolation policy and cloning, CA One had more resistance to the pathogen than many others. He sent out distress calls but disagreed with Zelda contacting Cally for help, wanting to prioritise preparing gene stock for evacuation. He allowed Servalan's ship to land, even though the Liberator was on the way and sent personnel to the ship to be treated, but also accepted the Liberator's help, greeting Avon, Tarrant, Cally and Dayna when they teleported down.
Just after he had casually mentioned the Federation ship to Avon, Cally and Tarrant, troopers led by Ginka stormed central control and took CA One and everyone there prisoner. After Servalan had assumed control of the situation, she ordered CA One and the other officials taken out and shot. As he was led away, CA One apologised, admitting he had been wrong.
