Trel Dekkan was a former convict turned rebellion leader. He encountered Roj Blake when wanting to take out Servalan's right hand man, Rendel Stein, who countersigned kill or annexing orders. As well as his own people, he had a colony of former rebels families. He wanted to forge an alliance. Kerr Avon wasn't that enamoured with this agreement after finding reports that he had used Viral weapons. He believed that the ends justified the means, and showed Blake this. He didn't believe that Servalan was using the freighter they captured to discredit his part of the liberator. He thought that the only way to stop the federation was to utterly destroy it.
